Since the creation of Kano State in July 1967, Adult Education activities were conducted by the State Ministry of Education in collaboration with Local Government Councils. The Local Governments were responsible for Basic Literacy Programmes, while the Ministry catered for post-literacy, vocational training, specialized programmes for women, remedial education, and extramural programmes.
The peak of Adult Education activities came on 1st April 1980 with the establishment of an autonomous Government parastatal known as the Agency for Mass Education. The Agency was granted full autonomy through Assembly Law No. 5 of 1981.
